Suggestion about building harmonious surrounding relationship
构建和谐周边关系是企业快速发展过程中的重要工作，是践行科学发展观，认真履行社会责任，实现“发展一地、造福一方”的具体体现。经过多年的实践，我们积累了一定的建设和谐周边关系的成功经验。随着形势的不断发展，我们必须将构建和谐周边关系工作摆在突出重要的位置，认真分析处理周边关系工作中出现的新情况和新问题，为适应公司快速发展的需要、营造良好的发展环境，在提升企业经营业绩的同时，积极履行好企业社会责任，树立企业良好的社会形象。为此，特制定以下指导意见：Building harmonious surrounding relationship is an important work in fast development, and the real representation of scientific development, fulfillment of social responsibilities, and “bring benefit to the locals while developing”. We have accumulated some experience in building harmonious relationship through these years’ practice. With the changing of the situation, we should put the surrounding relationship work in the priority, analyzing and solving the new situation and new problem, to create good developing environment for the Co. We should fulfill our social responsibilities while having good business performance and set a good social image. For these, we made the following guidance:
一、构建和谐周边关系的指导思想、基本原则和工作目标Guiding thought, basic principle and work goal of building harmonious surrounding relationship
（一）指导思想。认真落实科学发展观，在抓好生产经营的同时，通过企业的发展，带动地方经济的发展，给周边老百姓带来实惠，通过良好的工作机制的运转，建立起工厂与周边村（社区）间的良好互信合作关系，切实履行好企业应尽的社会责任。 Guiding thought. Fully implement scientific development. While doing good in production, we should bring profit to the surrounding people through bringing along the local development. Plants should build a mutual believing and cooperation relation with surrounding village (community) through good work mechanism to fulfill corporate social responsibilities.
——坚持依法治厂，抓好环保等与周边村（居）民利益息息相关的系列工作，既注重经济效益，又注重社会效益。Insist on operating plants according to law, grasping the series of work related with the profit of surrounding residents such as environmental protection, pay attention to economic profit and social profit.
——坚持为村（居）民办好事、办实事、让村（居）民得实惠，通过有效的沟通和不断的感情交流，与周边村（居）民建立起互信、互助、互利双赢的鱼水关系。Insist on helping villagers and residents with their difficulties to let them get profit, building mutual believing, mutual help and win-win relation with them through effective communications.
——坚持以理服人，用疏导、说理、协商的办法，解决与周边关系中的各种矛盾。Insist on persuading people with reason, solving the conflicts with the surrounding with the method of leading, reasoning, and negotiation.
（三）工作目标。在通过不断努力将我们的分子公司建设成花园式工厂的同时，从现在开始，用一年的时间，使90%以上的分子公司建立起和谐的周边关系，到2012年，使各分子公司成为高度关注社会责任的、中国建材行业一流的安全、节能、生态、环保型、受到当地政府和公众的普遍好评，在当地和省、市有相当知名度和美誉度的企业。Work goal. While building our plant into garden plant by continuous efforts, we should make 90% of the subsidiaries build harmonious surrounding relationship within one year start form now on, till 2012, when all subsidiaries become the CSR highly responsible, the first class safety, energy-saving, ecological, environmental in China building material industry, getting good reputation from local governments and people, and a certain fame in the province and city.
二、强化环保意识，充分认识建立和谐周边关系的重要意义Enhance the awareness of environmental protection, fully understand the meaning of building harmonious relationship
（四）要正确认识和处理完成经营目标和加强环保管理的关系，充分认识环保管理工作对企业生存和发展的重要意义。要强化环保管理，从源头抓起，对产生粉尘、噪声、地下水（油）等污染和对周边村（居）民产生不好影响的其他因素的原因进行认真的分析，查找出原因，要分别不同情况，列出整治计划和具体处理方案，限期完成整治工作。对影响环境较大且涉及到设备改造和较大投资的环保项目，要及时列入资金计划，报总部核批。We should get a correct idea of the relation between completion of business goal and enhancement of environmental protection mgmt, and fully understand the meaning of environment work to Co. existence and development. To enhance environment mgmt, we should be strict from the source, analyzing reasons for causing the dust, noise, ground water (oil) pollution and other bad effects to the surrounding residents, categorizing them into different situations and listing out rectification plan and treatment programs, them finish the rectifications within deadline. Environment projects that affect much of the environment and concern equipment reform and big investment should list capital expense and get approval from the HQ.
（五）要将建立和谐周边关系作为一项重要工作列入议事日程。建立和谐周边关系是一项细致的、长期性的工作，不可能一蹴而就，也不可能一劳永逸。绝不能让工农（居）民关系发展到产生较大矛盾的时候，再去被动地处理工农（居民）关系。要将建立和谐周边关系放在与完成生产经营目标同等重要的地位，作为一项长期战略性工作任务，与生产经营工作同步计划、同步实施。要充分考虑周边关系对生产经营可能产生的影响，先期做好相关的周边关系的协调工作。We should include building harmonious surrounding relationship into our agenda as an important work. Building harmonious relationship is a meticulous and long-term work which can not be built in a day or once for all. We should not wait until the relation deteriorates and causing big conflict then to negatively treat the relation. We should lay the same emphasis on building surrounding relationship as on finishing the production goal, taking it as a long-term strategic task, planning and implementing it at the same pace of production work. We should consider the potential effect of surrounding relation to production and do the coordination work ahead of time.
（六）要明确建立和谐周边关系的责任。建立和谐周边关系既是行政经理的责任，更是执行总经理的责任，只有实现齐抓共管，才能处理好周边关系。We should establish the responsibility of building harmonious surrounding relation. It is not only the responsibility of administration manager but also the executive manager. Efforts together will be more effective.
三、通过良好的工作机制，构建和谐的周边关系Build harmonious surrounding relation through good work mechanism
（七）构建利益联结机制。利用自身的优势和条件，尽力解决周边村（居）民的实际困难和经济发展中遇到的实际问题。Build benefit linking mechanism. Make use of self advantage and condition to try to solve difficulties and real problems in local economic development.
——抓好帮扶、救济工作，对周边村（居）民因子女上学、病、灾、残等造成的生活困难，给予一定的支持、帮助。Offer help and relieve poverty to the surrounding residents, give support to them for going to school, disease, disaster, and disabled.
——在用工、劳务等方面，在同等条件下优先照顾厂区周边居（村）民。In labor use, we consider surrounding residents first.
——积极促进周边村级（社区）经济的发展，对周边村（社区）的经济发展，在管理、资源等方面给予力所能及的支援。Promote the economic development of surrounding village (community), and give support in mgmt and resources as we can to the local economic development.
——在处理村（居）民重要利益问题的时候，要充分尊重村（居）委会和广大村（居）民代表的意见，以让大多数村（居）民赞同为原则，避免因照顾少数个别人的利益，而引起广大村（居）民不满甚至反对的事情发生。When treating important problems about the interest of the residents, we should respect the opinion of village (community) committee and the broad residents, take the agreement of most residents as the principle, and avoid dissatisfaction and objection of broad residents because we just consider the profit of a few people.
——拓展思路，充分利用企业和周边村（社区）的资源，建立经济利益共同体，实现优势互补、互利双赢。Expand our thoughts, make full use of the resources of of enterprise and community to build economic benefit community, realizing complementary strength and win-win.
——加强对进厂村（居）民的教育，让他（她）们尽快适应工厂的各项管理制度，不断提高他（她）们的思想技术素质。要将协助各进厂劳务公司抓好管理作为一项重要工作任务，使各进厂劳务公司的管理和效率得到明显提高。在做好以上工作的同时，严格进厂劳务公司和村（居）民工的合同管理，依法、依制度办事，保证工厂的正常生产工作秩序。Enhance the education to the recruited residents to make them be accustomed to the mgmt system of the plant and improve their mental and technical quality. One important task is to help the cooperated labor Co. to grasp the mgmt and improve their efficiency. While doing well the above work, we should be strict in the mgmt of labor Co. and the local workers, do things according to regulation and law to guarantee the normal production procedure of the plant.
（八）构建感情联络机制。Build emotional communication mechanism
——建立与周边村委会、居委会的互信、合作关系。Build mutual believing and cooperation relation with surrounding village committee and neighborhood committee.
——与广大村（居）民交朋友，建立厂与村（社区）间的鱼水相融关系。充分利用各类节日等，组织厂、村（社区）联谊活动。入乡随俗，积极参加村（居）民婚庆等活动。Make friends with broad residents, and build fish and water relation with them. Make use of the festivals to organize friendly-promotion activities, actively take part in their wedding ceremonies.
——积极开展帮扶工作。对村（居）民因病、残、子女上学等发生的实际困难，给予必要的物资和资金上的帮助。 Carry out helping work, to the problems that the residents have in curing disease, disabled care, and going to school, we can offer necessary material and economic help.
——坚持每年为村（居）民做几件好事、实事。Each year, help residents with several things.
——积极组织开展青年志愿者活动，帮助村（居）民解决具体困难。Carry out young volunteer activity, helping residents with specific problems.
（九）构建信息沟通机制。Build information communication system
——将深入村（居）民中、经常性与村（居）民接触作为一项工作制度，长期坚持。通过参加村（居）委会的各种相关会议、到村（居）民家中座谈、与村（居）民全方位的接触，充分掌握村（社区）的经济发展，村（居）民生活状况，民风、民俗，理想、愿望，对工厂的实际需求等多方面的具体情况。Go deep into the residents’ life, and contact with them often. We should take that as a long-term work regulation. Through taking part in various meetings held by neighborhood committee and going to the home of residents to talk with them to contact with them all around, to fully master the economic development of the village, their living status, custom, ideal and expectation, and their expectation from the plant.
——建立定期沟通制度，每月与村（居）委会干部、有影响力的村（居）民代表座谈、交流，掌握工农（居民）关系的相关信息，协调相关事宜，将可能发生的矛盾问题消除在萌芽状态。Build regular communication system, hold symposium each month with village (community) committee members and influential village representatives to master related information, coordinate with related affairs, and eliminate the conflict in the budding.
——在与村（居）民接触的时候，要充分宣传华新的规模、历史、生产工艺、管理和建立工农（居）民鱼水关系的作用、意义，让村（居）民了解、理解并支持华新。When contacting with residents, we should make known the scale, history, production process of Huaxin, the function and meaning of building fish and water relation between plant and farmers, so as to make residents know, understand and support Huaxin.
——要建立必要的村情、社情档案，对重点情况，要记录在案，以便做到胸中有数、重点对待。要定期或不定期分析周边关系的现状和发展趋势，及时有效地将周边关系不断地引向健康发展的轨道。We should establish necessary archives about the condition of the village or community to record the important situations. We should analyze the surrounding relation status and developing trend regularly to lead the surrounding relation to healthy development channel.
——建立与政府和相关职能部门良好的沟通渠道，经常性地互通周边关系的相关信息，及时得到他们的协调和帮助。Establish communication channel with government and related functional departments, often exchange information about surrounding relation and get their coordination and help in time.
（十）构建冲突预警机制。要在及时收集村（居）民思想、行为信息的基础上，进行认真分析，对村（居）民可能产生的过激行为，要有预警方案，要及时主动地上门做好重点村（居）民的说服疏导工作，及时与村（居）委会和相关领导部门取得联系以争取他们的及时有效的支持，要将具体问题及时向主管公司领导汇报。为防止事情恶化，酿成恶性治安事件，要及时争取公安部门的协助。同时做好生产经营和职工生活的各种准备工作。矛盾冲突发生后，要弄清矛盾冲突产生的真实原因和主要的当事人，以便有的放矢的化解矛盾冲突；要尽可能将群体性冲突转化为与部分村（居）民代表的座谈协商，将群体性矛盾转化为具体对象的个体性矛盾，将已经激化的矛盾尽可能缓和；要充分重视各级政府和相关部门的协调作用；要认真做好解释说服工作，通过充分的协商，对村（居）民的要求的合理性部分，给予让村（居）民可以理解的答复。要及时做好新闻媒体的工作，引导舆论对企业作正面宣传。Build conflict re-warning system. Based on the collected information on residents’ thought and behavior, we should analyze carefully the extreme behavior that residents may perform and make re-warning program, going to the home of important residents to do persuasion work, getting contact with village committee and some leading departments to win their support. We should get the help from public safety department to prevent problem from deteriorating. Make various preparations of production and workers’ life. When conflict occurs, we should find the true cause to the conflict and major responsible persons to solve the conflict targetedly; we should try to transfer the group conflict to negotiation with some village representatives and to individual conflict of specific target, and alleviate the acute conflict. We should pay special attention to the coordinative function of government and departments; do persuasion and explanation work well, and give suitable response to the reasonable requirement from residents. We should gain help from news media to guide public voice speaking for the enterprise.
四、建立和谐周边关系的评价考核制度和上下贯通的工作机制Build assessment system and top to bottom work mechanism for harmonious surrounding relationship
（十一）各分子公司相关责任人要将周边关系的具体情况和相关建议作为月度报告的重要内容，及时、完整地向主管领导汇报，以其得到及时、具体的指导。政工部为公司建立和谐周边关系的职能部门，要加强对各分子公司周边关系状况的调研分析，对周边关系状况进行风险评估，要适时召开周边关系工作研讨会议，制定建立和谐周边关系的考核评价办法，将周边关系是否融洽和谐作为对单位和个人考核的重要指标，对建立和谐周边关系的个人和单位给予表彰。Responsible persons of subsidiaries should take the specific surrounding relation situation and suggestion as the content of monthly report which should be reported to the leaders in time and in detail so as to get specific guidance. Politics department is the functional department that helps the Co. to build harmonious surrounding relationship. We should enhance the investigation and risk assessment of the surrounding relation situation, holding workshop on surrounding relation, making and establishing the assessment method of building harmonious surrounding relation, and taking whether the surrounding relation is harmonious or not as an important indicator to test subsidiaries and individuals, and grant individuals and units who help build harmonious relation.
