In May, 2000, XX Project, sponsored by Zhejiang Dongpu Agricultural Development Co., Ltd, was approved by Joint Board of China-U.S Center for Sustainable Development as the first batch of Sino-US Sustainable New Towns Development Demonstration Projects in China. On August 2 of the same year, The Administrative Center for China′s Agenda 21 approved the initiation of this Project. The Project Site is based in Wenling,Zhejiang, facing the sea to the south, just 20km from the downtown of Wenling City. The Project site was formerly a state-owned farm surrounded by rivers and woody vegetation with fresh air all the year round. There are stretches of fruit ranches , vegetables plots and rice fields. Being a typical “water country” with excellent natural environment, it is an ideal habitat for people.
The aim of Dongpu Project is to build an ecological rural park featuring rural landscape and social service functions of modern urban community with developed tertiary industry mainly for agricultural leisure and sightseeing purposes. We have planned, during the next 10 years, to invest 200 million US dollars in a bid to build Dongpu Project into an eco-type sustainable new town with complete primary, secondary and tertiary industries achieving annual output of over 100 million US dollars and a population of inhabitants and employee up to 10,000. Standing at the high starting point , following high standards, new philosophy and new ideas , and basing on six principles , i.e., ecology optimization, human oriented, science and technology centered, ecology based, specialty and features focused, as well as cost-saving, we will build Dong Project into a comprehensive modeling facility and a town capable of sustainable development .In this site ,there are areas for agricultural production, agricultural research , high-grade community , business services , an well as tourism and sightseeing purposes. The Project will be built in stages .
I. Zhejiang Dongpu Agricultural Development Co., Ltd, founded in 2000 as a privately-owned company with a registered capital of 7.26 million USD.
The company was lawfully granted the state-owned land of 571.6 hectares (8,574 mu) and all other assets of Dongpu Farm with fifty years′ asset ownership, land use right and management rights. The company is entitled to operate the land and assets in the form of lease, joint operation, contract, mortgage and partial transfer on the condition that relevant state laws and policies are abided by. The company has a land of 40.25 hectares( 600.25 mu) for construction purpose including 10.56 hectares(158.46 mu) for which the land premium has been paid up and state-owned land ownership certificate has been furnished. The land premium for the remaining 29.72 hectares (445.79 mu) which is left for future construction use will be paid upon the time of construction. The legal formalities for transferring of ownership of over 50,000m2 houses has been completed. Besides, the company has purchased the land of 4.27 hectares (64 mu) and all the assets of Dongpu Holiday Village.
At present, we have 33.68 hectares (500 mu)of land reserved for road project, 29.82 hectares (447mu) of land for watercourses, 22.12 hectares(332mu) of drylands and 90.24 hectares (1,474 mu) of orchard, 175.86 hectares(2,758 mu) in all. In accordance with the stipulations of the Land Administration Law of the People′s Republic of China: 60% of the farmland acquired through land modification is entitled to compensate for the farmland for construction use. Since we can acquire 150 hectares (2250 mu) from the above 175.86 hectares(2,758 mu) by land consolidation, 90 hectares (1,350 mu) can be used for construction purpose.
With the help of William A. Mcdonough & Partner , UK-based WSP Engineering, Zhejiang Jingrui Advertisement Planning Company and China Housing Industry Commerce Chamber(CHICC),the company entrusted the Beijing-based Turenscape for the planning of overall project which has been approved in planning review by experts.
A Development Seminar on Dongpu Project hosted by the People′s Government of Wenling City and supported by relevant departments was held to come up with the following consensus: The sustainability-oriented Dongpu Project have met the demands for building Zhejiang into an ecological province , accorded with the development trend of green economy in Wenling city , demonstrated the basic state policy for developing green, ecological and energy-saving cities. It is a new model of bringing commercial and industrial investment to agriculture to drive and promote its development . In 2000, Dongpu was awarded the title of Wenling City′s Flagship Enterprise in Agricultural Industry, and in 2000 awarded the title of HZ Municipal Flagship Enterprise in Agricultural Industry.
We have completed the dredging of river channel around the Project site. While preserving the traditional crop belt of the Dongpu Farm, we have built two new agricultural development projects, one is nursery stock center for urban afforestation covering 66.6 hectares (1000 mu) and the other is fruit tree planting center covering 46.6 hectares( 700mu).
